Measures Taken Against Dispensary Head Who Illegally Required Doctors and Staff to Work on Weekends – Ombudsman
The Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) received a collective appeal from medical workers of Dispensary No. 2 for dermatology and venereology in the city of Kokand, Fergana region. In the appeal, staff reported being engaged in work and duty shifts outside regular hours and on rest days without documentation or payment. They also stated that their travel expenses were not reimbursed in a timely manner.

The appeal was investigated on-site with the participation of the Ombudsman’s regional representative in Fergana region. The investigation revealed that the dispensary administration had grossly violated the requirements of Article 189 of the Labor Code of the Republic of Uzbekistan concerning the legal regulation of overtime work. Employees were engaged based on verbal instructions without proper official procedures.

To address these legal violations, the Ombudsman submitted a formal conclusion to the Fergana Regional Health Department.

According to information received from the department, based on the Ombudsman's conclusion, a disciplinary measure in the form of an official reprimand was applied to the head of the dispensary. Additionally, five doctors mentioned in the appeal were reimbursed travel expenses totaling approximately 3 million Uzbek soums.

The situation was also discussed with the dispensary staff and representatives of other relevant authorities. Officials were warned of the need to strictly comply with labor legislation requirements.
