How much salary is paid to convicts in the penal colony in Syrdarya?
On 15 April 2022, Shukhrat Alimov, Regional Representative of the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) in Syrdarya region, conducted a monitoring visit to penal colony No. 40 in the area of combating torture and other cruel, illegal or degrading treatment or punishment.

The colony No. 40 is located in the Chortak mahalla of the Gulistan district of the Syrdarya region. The capacity of the colony is designed for 300 convicts.

Currently, 430 convicts are serving their sentences in the colony, all of them are men. There are no minors and female convicts. During the monitoring, it was revealed that 117 convicts are involved in the economic and landscaping activities of the colony-settlement, 304 convicts are at 8 facilities that have concluded contracts with the colony, 6 convicts are being treated in hospitals.

An outpatient clinic has been set up in the colony to treat sick convicts, there is one doctor with a higher education and one freely employed citizen with a secondary specialized medical education.

The outpatient clinic has 24 types of medicines and medical supplies for first aid, no expired medical products or medicines have been identified. The clinic is provided with antiseptics.

During the monitoring, it became known that the convicts were provided with beds, pillows and other bedding. The head of the colony was recommended to allocate a hostel on the basis of the norms established by part 2 of article 84 of the Penitentiary Code of the Republic of Uzbekistan.

When studying the working conditions of the convicts, the poultry and livestock enterprises created at the address colony were examined.

In addition, the head of the colony No. 40 noted the completion of the construction of a sewing workshop building in the colony, where it is planned to create jobs for 100 convicts.

It was established that convicts involved in labor at contractual facilities receive monthly salaries from 700,000 to 900,000 soums, and convicts involved in economic activities - from 250,000 soums to 350,000 soums. In a conversation with the convicts, they stated that they receive their salaries on time, and they have no problems with receiving salaries.
