The fact related to the Fergana school principal has been examined under supervision
On the Kun.uz website, under the headline “An Unsuccessful Event” or “Don’t dig a pit for someone else — you will fall into it yourself,” a video was published about humiliating actions by law enforcement officers against the school principal G. Kasimova in the Furqat district of the Fergana region.

The report states that the woman was unlawfully detained and subjected to physical pressure and degrading treatment. It was noted that a criminal case was initiated in connection with this fact; at present a penalty has been imposed on the Head of the Furqat district Department of Internal Affairs, while other officers involved in this case remain at liberty.

This fact was taken under the control of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) and examined by the regional representative in the Fergana region.

According to the information provided by the Fergana Regional Prosecutor’s Office, investigative actions were conducted by the regional prosecutor’s office, and on 18 June 2025, the Head of the Furqat district Department of Internal Affairs, A.Kh., and the First Deputy Head of that Department, J.R., were charged with committing crimes provided for by subparagraphs “a” and “b” of part 2 of Article 141¹, subparagraph “b” of part 2 of Article 141³, Article 142, part 1 of Article 206, and part 1 of Article 230² of the Criminal Code of the Republic of Uzbekistan. At present, the investigation has been completed and the criminal case has been sent to court.

Four responsible officers of the Furqat district Department of Internal Affairs have been released from criminal liability on the basis of Article 84 of the Criminal Procedure Code of the Republic of Uzbekistan. This fact has given rise to objections from the victim.

Any act of violence or humiliation against a person is considered a violation of his/her constitutional rights and entails liability. The legislation establishes liability for degrading treatment.

The Ombudsman strongly condemns any unlawful actions against a person and calls for a comprehensive, thorough and impartial investigation of the acts of all those involved in this case.
