Rules for sending complaints


We kindly request you to be guided by the legislation requirements and formulate your appeal accurately. This will considerably speed up its processing.

Before you send the electronic letter, please, carefully read the following information!

It is necessary to fill in the following fields of the electronic letter form:

  • Full name of the applicant;
  • Postal or electronic address of the applicant, where the reply will be sent to;
  • Name of the institution, which actions are subject to complaint;
  • Full name of the officer, whose actions or inaction have allegedly violated the rights of the applicant;
  • Explanation of the essence of the action or inaction, which have allegedly violated the rights of the applicant;
  • Other documents and evidences confirming the applicant’s claim.

In order to speed up the processing of your application, we kindly ask you to attach all the copies of the documents and other evidences. The file size should not exceed 5 MB.


The following attachment formats are acceptable:

txt, doc, rtf, xls, pps, ppt, pdf, jpg, bmp, png, tif, gif, pcx, mp3, wma, avi, mp4, mkv, wmv, mov, flv.

Other formats will not be processed.


Reply to you application will be sent to the postal or email address specified in your application.

No replies will be given to the applications with unfilled fields having * mark (without first name, family name, address, etc.)


Requirements to the filling in the electronic letter form:


  • Do not abbreviate the words;
  • Decipher the abbreviations;
  • Formulate the essence of your application concisely;
  • Please, fill in all the fields of the form;
