On June 15th of 2016, a “round table” on the “Actual issues of social partnership in the sphere of entrepreneurs' rights and protection of private property” was held in Tashkent, organized by the Ombudsman and the Chamber of Commerce of Uzbekistan.
The event was attended by the members of the Senate and the deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the representatives of the General Prosecutor's Office, the Ministry of Justice, the State Committee on Privatization, De-monopolization and Competition Development, the Ministry of Foreign Economic Relations, Investments and Trade, NGOs and the media.
The participants of the “round table” noted that an important role in ensuring the rights of entrepreneurs and reliable protection of private property assigned to the law enforcement agencies, national institutions for protection of human rights and civil society organizations. They implement the comprehensive and systematic measures aimed at tightening control over the strict compliance with the guarantees of legislation on freedom of entrepreneurship, ensuring the inevitability of punishment of officials, including regulatory, law enforcement and authorized state bodies for violations of rights and lawful interests of business entities.
Protection of citizen rights guaranteed by the Constitution of the Republic of Uzbekistan to the freedom of entrepreneurial activity is one of the priorities of the Ombudsman. The Ombudsman noted the fact of significant drop of applications number on this category of citizens' rights over the past year, and the importance of further improvement of measures targeted to enhance the entrepreneurial activity of citizens, awareness of businesses about the preferences and benefits provided by the state.
Participants discussed proposals elaborated by the public administration bodies and civil organizations for the development of social partnership in the sphere of entrepreneurs' rights and protection of private property.
During the “round table” an Agreement on the cooperation between the Ombudsman and the Chamber of Commerce of Uzbekistan was signed. The agreement provides for cooperation in the process of improving the legal and regulatory acts, review of the applications of physical and legal entities, upgrading the legal culture of people, the implementation of public control over the implementation of laws and government programs in this area.
