International practice on monitoring closed institutions was studied
As we reported earlier, the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) Feruza Eshmatova is in Warsaw with a working visit. She took part in high-level meetings of heads of national human rights institutions in the OSCE region. As part of these events, the Ombudsman also took part in a regional training for national human rights institutions, groups of national preventive mechanisms for the prevention of torture and representatives of civil society, organized on September 7-9.

About 50 representatives of monitoring mechanisms from the countries of Central Asia, the South Caucasus, South-Eastern Europe, Central and Eastern Europe took part in the training on the topic “Integrating the issue of sexual and gender-based violence into detention monitoring”.

This regional training aims to build the capacity of monitoring mechanisms to include the issue of sexual and gender-based violence in detention monitoring.

Participants were informed about the types of behavior that may reflect violence, international practice in identifying and addressing certain risks, and problems associated with their monitoring.

During the training, the Ombudsmen of a number of countries shared their experience in organizing monitoring of penitentiary institutions.

The Authorized Person of the Oliy Majlis for Human Rights (Ombudsman), dwelling on her experience in this regard, stressed that these monitoring visits are carried out with the participation of representatives of the public and the media.

During this training, which included methods of free communication and work in groups, views were exchanged on monitoring mechanisms and recommendations were developed for identifying cases of violence.
