The plenary session approved information on the activities of the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) and the Authorized Person for Children's Rights in 2021
A regular enlarged session of the Legislative Chamber of the Oliy Majlis was held on February 15, 2022. The deputies heard a report on the activities of the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) in 2021.

The matter was initially discussed at length at meetings of the political party factions. During the discussions, members of the factions welcomed the activities of the Ombudsman and supported the  proposals of the Ombudsman on strengthening cooperation with the parliamentary body in dealing with appeals of citizens and on holding visiting receptions and hearings with representatives of the relevant organizations.

Feruza Eshmatova, the Authorized Person of the Oliy Majlis for Human Rights, made a report at the meeting.

In total during the reporting year the Ombudsman received 18,738 appeals from citizens of the Republic of Uzbekistan, citizens and Ombudsmen of foreign states, stateless persons, public organizations and other legal entities. In 2020 the figure was 14,975.

Specifically, 16,559 applications were received from citizens, 2,120 from remand centres and penal institutions, and 59 from foreign countries.

In 2021,  the Ombudsman sent 36 conclusions (16 in 2020), 14 petitions (13 in 2020) and 44 claims (11 in 2020) to state bodies and organizations to restore the violated rights of citizens. All told, the Ombudsman's enforcement measures in 2021 resulted in a 2.4-fold increase in the Ombudsman's effectiveness compared with 2020.

During 2021 staff of the Ombudsman's secretariat participated in court hearings 108 times. In 2020 the figure was 32.

According to the information, 43 suits for the recovery of wages in the amount of 442 million soums were submitted to the courts, 62 citizens were paid wages in the amount of 787.8 million soums, 10 citizens were reinstated. Five citizens were awarded 9.2 million soums in damages to their health for loss of capacity to work; and citizens were given practical assistance in applying for loans worth 148 million soums.

The claimants also received 210.8 million soums in damages. Fourteen citizens were provided with housing in connection with the seizure of land for State and community needs. Entrepreneurs were assisted in recovering 145 million soums in overpaid tax payments.

 

In 2021, monitoring visits by the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) were systematically carried out, in total 177 visits were made. In 2020, the number of visits was 76.

During the monitoring visits, collective interviews were conducted with around 4,500 detainees and persons held in places of restricted freedom of movement, and individual interviews were conducted with 758 persons.  

During the extended meeting, information was provided on the activities of the Ombudsman to improve legislation, strengthen international cooperation, openness and transparency in the activities of the Authorized Person for Human Rights.

After that, information was heard about the activities of the Authorized Person for Rights of Children in 2021. According to her, in 2021, the Authorized Person for Children’s Rights received 182 appeals from individuals and legal entities, children and their legal representatives about the violation of the rights and legitimate interests of children. During the reporting period, the Authorized Person for Children's Rights sent 123 appeals to state bodies to ensure the rights and freedoms of children.

It was noted that the , the Authorized Person for Children's Rights carried out 31 monitoring visits on the observance of children's rights in institutions of a closed type, which are not allowed to leave at will. Monitoring was carried out in 6 territorial units, in particular, Samarkand, Navoi, Khorezm, Surkhandarya, Kashkadarya regions and the Republic of Karakalpakstan and about 600 citizens were interviewed. About 150 citizens were individually interviewed.

At the meeting, the report on the activities of the Ombudsman for 2021 was analyzed. After that, taking into account the opinions expressed during the discussions, the deputies approved the report on the activities of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) for 2021 and made an appropriate decision on it.
