Commission for Observance of Constitutional Human Rights and Freedoms

With a view to support the activities of the Authorized Person (Ombudsman) in May 1995 based on the Resolution #88-I of the Oliy Majlis a Commission for Observance of Constitutional Human Rights and Freedoms was established. According to the Resolution #798-I of Kengash of the Oliy Majlis of the Republic of Uzbekistan on 12 August 1999 the membership of Commission was extended.

Experience has demonstrated the urgency and expediency of establishment of such a commission. Sessions of the Commission are used to discuss very important issues, such as the outcomes of checks and examinations of human rights legislation by the Ombudsman, issues of cooperation with courts, law enforcement bodies, non-governmental organizations and mass media, as well as draft conclusions on citizens’ complaints.

The Commission’s primary tasks are providing assistance in study and analysis of complaints received by Ombudsman; interpretation and promotion of human rights legislation among general public; carrying out checks into the implementation of legislation of the Republic of Uzbekistan and international human rights conventions; development of international cooperation in the area of observance and protection of human rights.

The Commission is formed by the Kengashes of the Chambers of the Oliy Majlis of the Republic of Uzbekistan. The Commission functions under the chairmanship of Ombudsman and in implementation of its activities the Commission is guided by the Procedural Rules established by the Kengashes of the Chambers of The Oliy Majlis of the Republic of Uzbekistan.
